LETTER TO DR NEUTRA FROM DR MILHAM
Raymond Neutra was in charge of the LQMS issue at the Department of Health Services, has since retired.

Dear Raymond,
Welcome to retirement. I hope you have as much fun as I’ve had in the 15 years since I quit at Washington State. I’m writing to update you on the LQMS study, and to ask a favor of you.
Over the holidays, I measured dirty power levels at outdoor receptacles at the three buildings near LQMS. They are a boys and girls club, a YMCA day care center and Truman elementary school. All had high dirty powers levels (350-1,200) despite being closed for the holidays. Some of the dirty power at LQMS might be coming from the utility lines, since there is strong AM radio interference at the drops to each of these buildings from the transmission line on 50th Ave. I measured this area with the Narda meter you lent me, but didn’t measure the VLF frequencies.
This summer, room 304 at LQMS was shielded to reduce magnetic fields, but I don’t have any other details. Another teacher has died, and many of the LQMS teachers have transferred out of the school. I submitted the LQMS study to AJIM and have just responded to the referees’ comments. I added a few more items to it. The attributable risk was 64%, one year of employment at LQMS increased a teachers cancer risk by 21%, and one year of employment in a room with max (>2000 GS units) increased cancer risk by 26%. Trend tests were strongly positive for cancer risk with increasing duration of employment and with increasing exposure-years. Your June 8, 2006 dirty power measurements were a critical part of the study.
Attorneys for the California Teachers Association are finally getting involved in addressing the LQMS teachers’ grievances. The teachers are requesting that DSUSD do the following:
Alert all current and past teachers of their cancer risk. Doris Wilson promised this, but never followed through. Most of the new teachers at the school have no knowledge of the cancer or dirty power situation. It really bothers me that they still are being exposed. Examine cancer risk in LQMS students. The teachers have found 8 former students with cancer. DSUSD would have to provide the Desert Sierra Cancer Registry with student ID. Most of the students at LQMS also attended nearby Truman elementary school which also seems to have high dirty power levels. Try to identify the dirty power sources at the school and mitigate them. To my knowledge, only one teacher has deployed filters in his room. Provide details of the room 304 remediation Apologize for denying that there was a cancer problem at LQMS and stalling any real remediation.
I’m attaching a copy of Doris Wilson’s May 30, 2007 final report to the teachers and the community. There was a lot of media coverage of her message: “We are pleased to report that the California Department of Health Services has given LQMS a clean bill of health” (last sentence of first paragraph). She, of course, cherry-picked your final reports to get the message she wanted.
The favor I’m asking of you is that you contact the new Superintendent of Schools, Sharon McGehee, alerting her to the possibility of a law suit against the district, and that your reports on the cancer problem at LQMS were misconstrued. Assure her that remediation would be inexpensive compared to the room 304 fix. Since you are now retired, you no longer are constrained by Cal DHS politics, and may prevent an expensive and messy law suit.
Once again, have a great retirement. Sam

Thanks for sending the article on the Kaufman house which arrived yesterday. I have done my bit on LQMS, Sam. They are driven by their lawyers and will have to sleep in the bed they have made for themselves. Such a terrible waste.
Raymond

LQMS Cancer Update
August 2007
Although not yet confirmed, it appears that Desert Sands Unified School District has installed a shield adjacent to room 304 at La Quinta Middle School in an attempt to control the excess readings of magnetic fields and dirty power. Teachers have asked the California Teachers Association to request that Desert Sands Unified School District allow teachers and their representatives to either take new measurements with the shield installed, or be present while the District representatives take new measurements. No other measures have yet to be taken by DSUSD to correct other areas of the school site.
**Most Interesting:
Gary M, Marsh, PhD professor of biostatistics at the University of Pittsburg School of Public Health, and Mike Cunningham, a doctoral candidate in biostatistics, have completed an independent analysis of the La Quinta Middle School cancer data collected by Dr. Sam Milham and Lloyd Morgan. Their results were nearly identical to those of Dr. Milham and Lloyd Morgan, showing an increased incidence of total cancers, malignant melanoma, and thyroid cancer with an increasing cancer incidence with increasing duration of employment and with increasing exposure to "dirty power"
